This is the first fan in the three-part series of 53 cats from the work "Kimamajiguchi Neko Kaiyoshi Gojusanbiki" (其まま地口猫飼好五十三疋) by Utagawa Kuniyoshi, an ukiyoe artist of the Edo period (1603-1868). Kuniyoshi was an unparalleled cat lover, and this caricature compares the inn towns in the Fifty-three Stages of the Tokaido to the gestures of cats in a pun.
