The picture of an axe reads "yoki," below which is a koto, and the round shape of the picture is a chrysanthemum flower.
It means "to hear good things."
This pattern was also used for Onoe Kikugoro's Kabuki costumes.
It is said that he adopted it to compete with Ichikawa Danjuro's "kamawanu bun," which was popular at the time.
